Skills and Powers: Casey’s actually a pretty vanilla human, in a world of mutants and ninja-clans and alien-invasions. He’s not very book smart, as he doesn’t really care about school--only enough to stay on the hockey team. He’s clearly got some natural talent as a fighter though, able to hold his own against basic thugs and then improving a lot more with practice thanks to his time fighting as an ally to the turtles. He’s also somewhat gifted with inventing/modifying things, given he built his own vigilante gear and then he and Donatello worked on several inventions together while out at the farm in season 2. Casey is a skilled ice hockey-player and skater, using New York’s roofs and streets as his playground.

Casey’s background is pretty simple; it’s the world the Turtles inhabit that is complicated. Namely, they live in a version of New York City that has dealt with potential and actual alien-invasions by the Kraang (brain-aliens with nasty teeth) who brought with them a mutagenic Ooze that has been spread around the city. Occasionally on accident, usually on purpose. Add to this a ninja-clan war between the Foot and the Hamato (aka the turtles and Splinter), along with the usual organized crime and shenanigans you get in a big city, and it’s an...interesting world.
Specifically I’d be bringing in mid-season 3, right after Casey Jones Vs. The Underworld. The city is in recovery mode from an alien invasion (that was NOT SUBTLE AT ALL) where a lot of the humans were captured, a lot were mutated and then cured, and people are just trying to get back to normal. In the midst of this, you have the Foot clan openly operating (motorcycles in a group riding down the street) and working to bring all the organized crime factions under Shredder’s control. Citizens--those who came back/were rescued--are used to keeping their heads down and trying to survive, and likely traumatized in a major metropolitan center. Casey Jones himself operates as a vigilante looking to clean up the scum and criminal-elements infesting his city, not just helping people by getting medicine and food. (He actually complains about being left out of the assault on the Kraang to battle for New York, which is the driving catalyst for the episode.)
That’s some background at large on the world Casey comes from.
Casey Jones is the son of an un-named former NFL player who attends the same school as April O’Neil. He becomes involved when April is assigned as his tutor, lest he fall off the Hockey Team. He’s already been held back at least once in school. He’s not a booksmart or intellectual person, outright telling her he’d like to be either a Pro-Hockey player, or a bounty hunter, when questioned. His interaction with April, leads him to come into conflict with Mutagen Man (one of his first exposures to mutants, although he doesn’t seem that surprised) and foot-robots (taking out several of them on his own, in an ice hockey rink).
Casey himself decides someone needs to clean up the city, and that he ‘knew he had a destiny’. He makes his own vigilante gear, and decides to set out as a crime-fighter. The main episode showing all this is “The Good, The Bad, and Casey Jones”. He’s hanging out on a roof, when he spots members of the purple dragons mugging an old woman. Stopping them, he draws the attention of Raphael with his unrelenting assault, and Raphael is dismayed to find someone who has anger issues like himself. The two get in a fight, and then Casey follows Raphael back to the lair, unknowingly followed by foot-bots.
Casey is only discovered by a bit of clumsiness on his part that tips off the turtles that there’s an intruder. The boys are understandably suspicious, but April vouches for him and convinces Casey that these are GOOD mutants. That’s when they all realize they’re being watched, and not by Casey. He and Raphael take off after one of the foot-bots that’s trying to escape and get the location back to Shredder. The two find they work well together and are similar, and at the end have become fire-forged friends and bash-brothers. Raphael will remain Casey’s closest friend on the team, and he’ll develop friendships with the others as well, notably Mikey as his skating-buddy and Donnie as a rival for April as well as invention-buddy. He seems least close to Leo, but the two get along.
As for his personality…
Casey seems to not really think much of others in general, being a bit arrogant and thinking highly of himself. He openly admits he’s inattentive in school, but does care about remaining on his school team. He’s at least a bit flirty around April and Karai (once he meets her, although he will not have met her yet from his canon-point I’m bringing them in.) Overall he’s pretty good natured, interested in fighting and fun and a good time, but does have some anger issues. He’s a foil in many ways for Raphael, and Mikey, and Donnie being a mirror of Raph’s anger and love of fighting, Mikey’s fun-loving and joking/prankster-nature, and Donnie’s inventiveness and sincerity.
Because when Casey does actually make a friend, he’s pretty loyal and does care about their well-being. He’s quick to call April his friend, and when the chips are down--he cares more for his friends than about winning or a fight. He’s also willing to do what it takes to protect his friends, and can be clever and connect the dots, even if he’s not book smarts. In Season 2 episode “In Dreams” he stays calm and goes to bring the person they suspect of knowing what’s going on back to try and help his friends, and then destroys the object keeping the turtles asleep without a second thought, when they’re close to dying. He’s prone to acting first and thinking later, especially when his friends are concerned or his pride is stung a bit.
Casey has a pretty natural talent for fighting, holding his own against the purple dragons, then against Raphael in their first encounter. He gets better with more practice and exposure, and while he resists being a team-player, insisting he works better alone, Casey actually works best when he’s part of a team and focused on a goal. His love of the fight and challenge sometimes gets in the way of his actually being effective, but when he gets serious, all bets are off. (This is best seen in Race with the Demon, and Casey Jones vs. the Underworld.)
He’s pretty good at getting under people’s skins, liking to poke at them or just by being obnoxious. For all his brashness, hot-headedness, and boisterous nature, Casey does have depth. He is left handed, and keeps a personal journal he vents and draws in, in CURSIVE. Part of what he seems most concerned about in cleaning up the city, is potential threats to his Dad and little sister. No mention is made of his mother, and we do not in canon yet know what happened to her. It’s not often, but he does develop sympathy and empathy for those whom he counts as a friend. His instincts are also pretty good for judging a person, even if he’s not always sure why he’s getting a bad feeling.
Ironically, he’s highly phobic of rats. He faints when he meets Master Splinter for the first time, and while he does warm up to him later, it takes some time for the fear to fully go away. When in danger or his friends are in danger, he rises above his fear to do what’s needed though. When the Rat King sics his giant rats on April and Irma trapped in the sewers, he actually punches one out in their defense, overcoming his fear.
Overall he is definitely a good guy, working to try and make things better. He’s enamored of the idea of being a hero, having a destiny, and a bit of an adrenaline junkie at times. Casey has his softer and more serious moments, and as he grows he’s shaping into a force to be reckoned with. He’s an unconventional choice to help a library rebuild, but he brings some skills and strengths that are beneficial to the mix and not obvious.

Well, this was annoying. Fairies...annoying little bright colored things that flitted about and just… Honestly Casey debated whether he’d prefer rats or something else. “Come back here you reject from a kiddy movie!”
Yelled, never mind that libraries were supposed to be places of quiet, as the ball of light with vague figure shape zipped by down a hallway. Casey wasn’t far behind, vigilante gear out but his mask up, and his skates helping give him speed as he was in hot pursuit. Idly he spared a thought for how much damage one of these things could take--might be better to hit some of his pucks at them.
When the pixie abruptly changed direction and came back at him, Casey’s eyes went wide as he ducked. Coming to an abrupt stop and changing direction, as the sound of tiny laughter came back to him. “Oh that is IT.” He snarled, recognizing the mocking tone of his target.
Not bothering to stop, as he pulled out a puck and one of his sticks, dropping the black projectile on the ground and manipulating it as he continued to chase. “It is ON, you tinkerbell wannabe!”
Carefully moving around a stack of books left out, and taking aim. A crack of wood as the puck headed into the air… “He shoots….” Rebounding off a doorway and back to smack the pixie full on, dropping it from the air. “...Casey Jones scores!” Skidding to a stop and picking up the little pixie, making sure it was at least alive. Dazed, damaged, but he HAD been told not to kill them at least.
Casey's got a room on the left side of the dorm-hall. Inside, it'll grow to be a bit like a teenager's room. The bed doesn't get made often, and there are liable to be piles of stuff on the floor. Most of this is probably things Casey is tinkering with to work on his vigilante gear, or help the Library.
His Bookmark is often on his person, kept in a separate pocket, as it's shaped like an ordinary Hockey puck when not being all magical-technology. Eventually he will hopefully obtain a journal, not unlike the one he had at home. This will live in his room.
He'll go on regular patrols for herding things back to books/taking out monsters. If he's not doing that, he might be on repair-duty, or skating through the halls. Quieter moments probably do find him exercising, and occasionally *gasp* reading. Usually something action oriented.
Head-Canon
This is going to be a mix of actual canon and head-canon, as we don't really know that much ABOUT the 2012 version.
Full Name: Arnold "Casey" Jones
Family: Arnold Jones Sr (father), younger sister. Unknown what happened to his mother.
Physical Quirks: Left-handed. Has a metal-plate in his head from a cracked skull (Hockey incident). Skilled Ice Hockey player. Natural talent for fighting.
His father is a retired NHL player, who taught Casey how to skate and play from a very young age. It's unknown what happened to his mother, or how old his sister is, just that she's younger. Casey had a falling out about 2 years ago with his best friend, due to a Hockey accident. His best friend since 2nd grade, no longer speaking to him after this incident.
He doesn't have that great a home-life, as his father works long hours and has never been the same since what happened with his mother. He's more distant now, than when Casey was younger. His sister is probably a lot more absorbed in school, and we don't really know much about her.
Casey hides a lot of insecurities, and has probably been bullied and made fun of before. He tends to push at people, and push them away, and often has a front of bravado and cocky-confidence put up. He isn't used to being accepted for who he is, so he hides. He doesn't apologize though for who he is.
